Chan Yeng Kit is currently the Chief Executive Officer of the Infocomm Development Authority of Singapore (IDA). Prior to his current post, Mr Chan served as the Director of Manpower in the Ministry of Defence, as the Director of the Industry Division in the Ministry of Trade & Industry, and as the Deputy Secretary for Policy in Singapore’s Ministry of Education. Mr Chan joined the Singapore Civil Service as an Assistant Director in the Public Service Division of the Ministry of Finance. From there, Mr Chan was seconded to the National Trades Union Congress as the Assistant Director of its Research and Planning Department. He was later seconded to the Keppel Corporation as the Executive Committee Secretary to the Singapore consortium developing the Singapore-Suzhou Industrial Park in China.

Mr Chan was awarded the Singapore Armed Forces National Serviceman of the Year Award in 1999. He was conferred the Public Administration Silver Medal in 2000, by the President of the Republic of Singapore.
Mr Chan graduated from the University of Tasmania, Australia, with a Bachelor of Science (Honours) degree in Mathematics under a Colombo Plan Scholarship. He obtained his Master in Public Administration degree from Harvard University, USA, under a Fulbright Scholarship.

Singapore’s singular success in recent years was due in great part to long-term development plans, such as Singapore ONE, which built the country’s broadband infrastructure and paved the way for its astounding success in information and communications technology sectors. Singapore is a small country; it resources are, by and large, all man-made. Singapore is depending upon its new Next Generation National Infocomm Infrastructure (Next Gen NII) initiative to continue the growth of its ICT sector and bring continued economic success.

Virgilio L. Peña is the Chairman of the Commission on Information and Communications Technology (CICT), a Cabinet-ranked position reporting directly to the President of the Philippines. Prior to this, he was Undersecretary for Information and Communications Technology of the Department of Transportation and Communications (DOTC) of the Republic of the Philippines. The Commission on ICT, created by Executive Order of President Gloria Macapagal-Arroyo, is a transitory body, anticipating the formation of the Department of ICT, which is awaiting congressional legislation. It is tasked with the development of ICT in the country. Secretary Peña was with the private sector prior to joining government service in June 2001 as Presidential Assistant for ICT under the Office of the President. He spent most of his professional and business career in IBM where he eventually became the Country President and General Manager. He then moved on to San Miguel Corporation, the country’s largest food and beverage conglomerate, where he served as the President and Managing Director of San Miguel Brewing International in Hong Kong.

Virgilio L. Peña is a graduate in Electrical Engineering from the California State Polytechnic University and the International Executive Program of Columbia University.

The Philippines is developing the policy, the legislative and the regulatory structures needed to build a citizen-oriented Information Society. Among the questions they seek to resolve is whether technology drives the market and government policy or whether policy drives technology and the market. The Philippine Government believes that policy should rule. The country’s policies focus upon combating the many divides - the literacy divide, the health care divide, the educational divide, etc. - that hold back the country’s and its citizens’ development.

Shahzada Alam Malik is the Chairman of the Pakistan Telecom Authority (PTA). He has also served as the Chairman of the Islamic Republic of Pakistan’s Frequency Allocation Board, as the Chairman of the Special Communication Organization (SCO), as a Member of the Technical Pakistan Telecom Authority (PTA), a Member of the Pakistan Electronic Media Regulatory Authority (PEMRA), a Member of the Executive Board, Pakistan Telecommunication Company Limited, as Additional Secretary Ministry of Defence, and as the Signal-Office-In-Chief of the Pakistan Army. Mr Shahzada Alam Malik was elected President of the Asia-Pacific Telecommunity during the 10th Session of the General Assembly in November 2005. He has represented the Government of Pakistan at various international telecom forums and contributed in ITU Council Sessions, World Telecom Development Conference (WTDC), World Radiocommunication Conference (WRC), Plenipotentiary Conference-2002, World Summit on Information Society (WSIS) and the Global Symposium for Regulator (GSR) including APT, SAFIR, SAARC and ICC.

Mr Shahzada Alam Malik is a telecommunications engineer. He has attended a number of technical courses locally and abroad including the International Defence Management course in the USA.

The telecommunications sector liberalisation, conducted by the Pakistan Telecom Authority, multiplied the country’s communications. Pakistan’s teledensity, now 21.6 per cent, was 2.8 per cent at yearend 2000. Pakistan now has 27 million mobile subscribers, 5.3 million working fixed-line connections, 2.1 million Internet subscribers and 10 million Internet users. Foreign investment in telecommunications of US$1 billion, 28 per cent of Pakistan’s total, and per capita income growth from US$579 in 2003 to US$736 today, attest to the success of the government’s programme.

Mobile operators depend upon new services to maintain their existing users, attract new ones and build their revenues. Adding new services, however, requires re-configuring the user’s handset settings, but few users manage to re-configure these settings without help. The cost to the operator of either re-configuring the handset, or not selling the service, is high. Mobile device management, MDM, detects the user’s handset remotely and reconfigures it over the air, improving the user experience, maximising operator revenues and cutting operator cost.

The Ethernet has been the standard protocol for office networks for two decades. Now, based upon new IEEE standards, it is becoming the protocol of choice for metro networks. Versions of the new Ethernet ‘first mile’ (EFM) access standards let Ethernet be used with either copper, fibre or hybrid networks, inexpensively and reliably to provide high-speed broadband connections. Using whatever networks are in place, and not waiting to replace copper with fibre, EFM provides fibre-level performance over any in-place network.

The astounding economic growth in the Asia Pacific region is driving similarly astounding growth in network usage. Fixed voice revenue decline is forcing service providers to look to new services for revenue growth. Data provided hope until competition increased. Today, broadband data penetration exceeds 65 per cent in several parts of the Asia Pacific region and growth has slowed. Value-added services, and the differentiation and personalization of services can provide growth. This, however, calls for Next Generation Networks, NGN using the Internet Protocol and integrating intelligence into the network. NGNs will make the delivery of tomorrow’s services possible.

Asia Pacific’s telcos must change their traditional business model radically and offer an always on, always connected, service that delivers a rich blend of content web access, video, music and voice. Few companies can afford the infrastructure this requires, so one of the most significant pieces of market de-regulation is the current move to have incumbent operators unbundle their access network and infrastructure. Separating the network from service provision puts incumbent operators and innovative new competitors on an equal footing.

IPTV, Internet Protocol TV, is spreading across the globe, driven by the telcos’ need to compete with the cable companies and ISPs that are invading their traditional voice service market. IPTV lets telephone companies using DSL, digital subscriber line, technology on their existing copper-cabled networks distribute video programming and provide broadcast TV, VoD, video on demand, as well as a series of other IPTV-based services. IPTV gives the telcos a chance to compete in the market and re-build their ARPUs.

IPTV services are hot. Most fixed-line operating companies are either considering when to offer it, are working to get on-line or have already started service. IPTV will give subscribers a wide range of personal programming choices including video on demand, VoD. Implementing this service can be a complex process, given the wide range of choices on the market. Using a complete, homogenous solution from a single vendor can greatly simplify implementation and reduce long-term costs, such as for maintenance, considerably.

Yue Chen is the Chairperson of the DSL Forum’s Ambassador Working Group. The DSL Forum is an international industry consortium of over 200 leading service providers, equipment manufacturers and other interested parties. Mr Chen is also a Senior Manager in Corporate Systems Engineering at Juniper Networks, Inc. Yue Chen was a founding engineer of two successful start-up companies, Arris Communications and Redstone Communications. Siemens acquired Redstone Communications in 2000 to form its US subsidiary, Unisphere Networks, later acquired by Juniper Networks. Prior to Redstone, Mr Chen developed networking equipment for Nortel/BNR, Motorola Codex, Wellfleet/Bay Networks and Cascade Communications. With over 17 years of industry experience, he actively participates and contributes to DSL Forum Architecture and Transport working group.

Yue Chen holds a Master of Science degree in Electrical Engineering from Polytechnic University, Brooklyn, New York, and a Bachelor of Science degree in Electrical Engineering from Zhejiang University, Hanzhou, China.
 
Article abstract:
DSL is the most widely used access technology in the world. In China, alone, there are more than 26 million users, 9.5 million of which were added during the past year. The DSL Forum’s TR-101 standard combines the efficiencies, low cost and higher speed of Ethernet technology to build systems architectures with the bit rates and quality needed for advanced services such as IPTV VoIP. China was one of the first countries that started to experiment with Ethernet for DSL aggregation.

Andrew Coward is Juniper Networks’ Chief Technology Officer for Asia Pacific. Prior to Juniper, Mr Coward co-launched the Asia Pacific operation of Unisphere Networks. Mr Coward has been working in Asia for ten years, working with service providers, enterprises and governments across the region on IP technologies, first with Bay Networks and later with Nortel, and has designed and planned some of the largest IP networks in Asia Pacific. Mr Coward started his career in government as a network engineer and progressed to role the of Network Manager responsible for building-out one of the first United Kingdom nationwide government backbone IP networks. Later, with Xylogics Ltd, he was responsible for delivery of the first dial Internet access services in North Asia.

Personalization of programming and the delivery of content on demand, including television programmes, satisfy users and drives service provider and content developer growth. Unfortunately, they bring security threats. Personalization requires transmission of personal and financial data that criminals try to steal for illicit purposes, and unauthorised pirating of content for illegal distribution threatens the economic foundation of the industry. Countering information abuse requires a digital security framework that considers every aspect of, and every party to, the information exchange.

Triple-play, a voice, video and data bundle, is all just data. The Internet transmits data, but as a best effort service that cannot consistently provide broadcast quality TV or telephone quality voice. Few want to pay for fulltime access to top-level broadband; many would willingly pay for such access based upon momentary needs. The success of triple-play - for individuals and businesses - might well depend upon instant choice, not only of service-levels, but of services on an as-needed basis.
