Magazine introduction

Connect-World, from its beginning, has dedicated itself to discussing the impact of ICT upon people, regions and societies throughout the world Global Visionaries, Global Visions 2006 edition will commemorate the ITU Telecom World 2006 event, which will take place in Hong Kong from 4th to 8th December. The theme for Telecom World 2006 is Living the digital world. The event will explore how Information and Communications Technology (ICT) is changing our lives and how the interaction between equipment, services and applications providers is changing how society is structured and how it works.

The theme of the Connect-World Global Visionaries, Global Visions 2006 edition, complementing the Telecom World 2006 theme, will be Digital lifelines — building the digital world.

Issue by issue, for the last ten years, Connect-World has documented digital lifestyles. The daily routine of living in a digital world is quite different in trendy Tokyo, London, New York or along the beaches of Rio de Janeiro than it is in rural areas around the world, in city slums or in the least developed regions of each continent. What digital technology signifies in each of these regions is vastly different. In one city, a mobile phone is a teenager's passport to social acceptance, a credit card, a TV, a way to invite friends to a party. In other parts of the world, even the simplest mobile device is a family's lifeline — the promise of a brighter future. This issue of Connect-World will be devoted to the building of the digital world, in all its guises. World leaders, decision makers and thinkers from government industry and international institutions will be asked to share their visions of the digital world — how to build and shape it, and how to create a lifeline for those who need it most.

Mobile operators around the world are struggling with the investments needed to roll out nationwide third generation (3G) data communications networks within the deadlines set by regulators. These networks will permit cell phone users to access the Internet and a host of other data based services. They need, simultaneously, to provide enough radio coverage to comply with their regulatory obligations and keep their investments to a minimum. EDGE technology, together with frequency translating repeaters, provides a low cost, high coverage, solution.

Economics, access, and acceptance (EAA) are the keys to digital inclusion. Economics require that providers earn a return on investment, but users need affordable access. Lack of access is the primary physical cause of the digital divide. Acceptance includes cultural factors, education, and the availability of appropriate content. The Information Society's expansion must be planned and engineered by world leaders, together with business and society, to ensure that all segments of the global society are included and no one left behind.

A digital divide is opening between those companies who use IT effectively and those who don't. A bigger, more worrying, divide is also emerging as America and Asia outstrip Europe in productivity and profitability. After a period of economic downturn, studies show that European companies, in particular, perceive ICT as a risk and a cost centre, rather than a business benefit. To succeed, businesses need to recognise, accept, and embrace a much wider role in the digital networked economy.

Prepaid services account for the majority of global mobile phone usage, and are growing at a faster rate than post-paid services. This trend is best reflected in Latin America and the Commonwealth of Independent States (ex-USSR). Originally, prepaid telephony was offered as a way to reduce the operators' exposure to bad debts. However, it has become an attractive option for a wide variety of users seeking to control costs and users are now demanding the same services as post-paid users.

Technology for technology's sake does not work for corporations. Innovation is less important than standard based equipment and solutions, which now include highly sophisticated services and applications that can cost-effectively improve operational efficiency. Total cost of ownership (TCO) and return on investment (ROI) are increasingly important, as is the optimisation of resources, reduction of complexity, business scalability, and innovation. Innovation, though, such as mobile e-commerce, could hold the key to closing Europe's widening ICT gap with the US.

The traditional business model for telecom service providers no longer serves in today's environment of slower economic growth and rapid technological change. Service providers can improve productivity and profits and position themselves to better respond to changing market needs by becoming on demand businesses. Being able to scale your own business up or down quickly as the market changes, and provide the services that let your client do the same, is the essence of an on demand business.

The United Nations Millennium Summit adopted eight Millennium Development Goals as a benchmark for measuring global development. In Kenya, ICTs play an important role in the efforts to meet these goals, bringing more efficient methods of production, access to new markets, improved government services, and increased access to basic social goods and services. Kenya is developing programs, with private sector support, using ICTs to further their efforts to eradicate extreme poverty, greatly improve health care, and provide universal primary education.

The customary products of mobile phone operators, carriers, and broadband access providers are rapidly becoming commodities. Their services, and their competitors', are much alike, prices are low, margins are low, and they cannot sell advanced, higher priced, services. Broadband providers need a new business model to substitute the current flat rate. A recent survey found that users were often dissatisfied with "best effort" service and that many would pay more for quality of service guarantees for their Internet connectivity.

The barriers between home networks, enterprise networks, wireline and wireless carrier networks are disappearing. Until recently, the challenge was to integrate voice and data networks and handle more traffic. Existing networks were optimised, made more powerful, flexible, and economical using Internet Protocol - IP. Today, local operating companies increasingly offer sophisticated systems, once again IP based, that seamlessly and intelligently deliver a full range of communications services, content and applications for personal, entertainment or business needs wherever and whenever required.

Investment in ICTs will not automatically improve the efficiency of firms or the economy of poor countries. Poor countries tend to use ICTs under labour intensive contracts for credit card companies, airlines, insurance companies, website design, programming, and such, hoping to replace low skilled jobs lost to outside competition. Although jobs in accountancy, sales, billing and reservations, can be gotten by outbidding other countries, these can be lost overnight to cheaper labour and the march of technology.
