| Pay-TV in Brazil is facing difficulties. The industry has already installed more than 50,000 kilometers of high capacity Hybrid Fiber Coaxial networks at a cost of more than US$ 1 billion. This network could play a crucial role in building a Brazilian Infohighway, but high taxes and limited local content has slowed the growth of the subscriber base making it difficult to find funds to properly expand the system. A new model for the industry and new regulations are needed. |

| Anatel has been a force for renovation of the Brazilian telecommunications sector since its inception in November of 1997. Under its auspices the government’s monopoly of telephony was privatized and a process to create a fully competitive marketplace introduced. Fixed telephony has recently been totally opened to competition. With few exceptions all services are already open to competition. As a result Brazil will have 58 million fixed accesses, and an equal number of mobile accesses, by the end of 2005. |

| Telecommunications in Brazil will not follow the plan and become fully competitive in 2002. Financial difficulties and overcapacity, as with broadband, are reducing investment. Customers are spending and investing only when necessary for equipment and bundled solutions, mostly for security and operational optimization. Advances in technology will be limited; only the largest companies will upgrade significantly. Use of Web applications will increase, and next generation, 2.5 G, cellular will begin. Mergers, acquisitions and other consolidations will reshape the sector. |

Broadband infrastructure investment has not been matched by demand and will not be until the content warrants it and more users are connected. The health of the industry will depend upon “going back to basics” - securing paying customers, growing revenue and building sustainable, profitable, operations. |
