The Commonwealth ICT Directory 2008
Outline of Project
World InfoComms Ltd, publishers
of Connect-World (CW),
the world's number one ICT Magazine, will produce
in conjunction with both the Commonwealth Telecommunications Organisation
(CTO) and the Commonwealth Broadcasting Association (CBA), a 'Commonwealth
ICT Direcory' in both electronic format (website) and hardcopy (publication).
The Commonwealth ICT Fact Book will detail what ICT services are available
and who manages them in each of the 53 Commonwealth Countries.
In addition, the resource will
provide additional statistics on important aspects such as the size
and rate of growth of each country's ICT sector. At present,
the free and openly available statistics are disaggregated, inaccurate
and sometimes obsolete. This lacuna creates its own problems, including
duplication of efforts, wasting resources and inhibiting planning, resulting
in slow growth of both national and cross-border development of ICTs.
Following the
launch of the Commonwealth ICT Directory, 2000 hard copies and 2000
CDs will be sent to key stakeholders in the Commonwealth and beyond.
The dissemination phase will also see the CBA and CTO exercise their
extensive media contacts to publicise the Directory.
What
is the Commonwealth?
The Commonwealth of Nations
(British) was founded in 1931, under the Statute of Westminster, a voluntary
association of 53 independent sovereign states formerly subject to British
imperial government, and maintaining friendly and practical links with
the UK.
The primary purpose of the
voluntary Commonwealth is for international cooperation to advance economics,
social development, and human rights in member countries. To this end,
there are annual meetings between finance ministers, and biannual meetings
between Commonwealth heads of government, as well as various committees
concerned with education, agriculture, and science.
An important statement of the
Commonwealth's principles is the 1991 Harare Declaration, which dedicated
the organisation to democracy and good government, and allowed for action
to be taken against members who breached these principles. Before then
the Commonwealth's collective actions had been limited by the principle
of non-interference in the internal affairs of other members.
Currently, in 2007, the population
of the 53 member states exceeds 1.7 billion, almost 30 per cent of the
world population .
The total Commonwealth GDP is about US$7.8
trillion (about 16% of the total world economy).
The land area of the Commonwealth
nations is about 31.5 million km² (12.1 million square miles), or about
21% of the total world land area.
The present Secretary-General
is Donald McKinnon,
from New Zealand,
who took office on 1 April 2000, succeeding Chief Emeka Anyaoku of Nigeria
(1990-2000).
The organisation is celebrated
each year on Commonwealth Day, the second Monday in March.

CBA |
The Commonwealth Broadcasting
Association (CBA) founded in 1945 is a representative body for public
service broadcasters throughout the Commonwealth. The CBA is a not-for-profit
non-government organisation, funded by subscriptions from the 108 members
and affiliates from 54 countries. The stated objective of the CBA is
to promote best practices in public service broadcasting and to foster
freedom of expression. It also serves to provide support and assistance
to its members through training, bursaries, consultancies, networking
opportunities and materials for broadcast.
The CBA holds a bi-annual General
Conference and puts on regional conferences in the interim years. It
administers the Commonwealth Short Story Competition and runs Awards
to encourage quality broadcasting. The CBA Secretariat is located in
Fleet Street, London, U.K. and the current Secretary-General is Elizabeth
Smith OBE.

CTO |
The origins of the Commonwealth
Telecommunications Organisation (CTO) go back to its creation in 1901
as the Pacific Cable Board. The CTO is an international development
partnership between Commonwealth and non-Commonwealth governments, business
and civil society organisations. It provides the international community
with effective means to help bridge the digital divide and achieve social
and economic development, by delivering to developing countries unique
knowledge-sharing programmes in the use of Information and Communication
Technologies (ICT) in the specific areas of Telecommunications, IT,
Broadcasting and the Internet.

The Commonwealth ICT Directory will be published on 1st May 2008. The Commonwealth ICT Directory will be A5 in size and printed on high gloss quality paper with a semi-hard laminated cover.

| Collection of Data |
| A team of consultants selected by and acting on behalf of both CTO and CBA will be responsible for the accuracy of the information. They will proactively gather and audit the required information to ensure that it is the most comprehensive data-set available on the ICT industry in the Commonwealth. The data will be updated regularly. |

This document
outlines selected information about the ICT sector. Some of the
information in this document was obtained from the ITU statistics website
and is freely and openly available on the web. However, through our
interaction with member countries, we are aware that some of the information
that is currently available on the ITU website is obsolete/ inaccurate.
If we obtain funding, the CTO will leverage the knowledge of its members
to obtain information that is accurate and up to date. Indeed,
the CTO spoke to and sought assistance from its local liaison officer
in Nigeria to obtain the 'dynamic' information
found in the latter part of this document.
