In 2021, The Philippines government announced the Execu- tive Order 127 which liberalised access to international satellite services. The policy recognised the importance of satellite services in ensuring universal access, opening more opportunities for telcos and ISPs to offer nationwide access. It recognised “the internet’s transformative impact on e-government and the delivery of basic services.”
