ATIS Makes Recommendations to the FCC Regarding Phantom Traffic

April 1, 2011 Washington, DCATIS, on behalf of its Next Generation Interconnection Interoperability Forum (NGIIF) and Ordering and Billing Forum (OBF), today submitted comments in response to the Federal Communications Commission’s (Commission’s) Notice of Proposed Rulemaking regarding the Connect America Fund. ATIS’ comments focused on the Commission’s proposal to address the problem of unbillable (i.e. phantom) traffic.

“ATIS supports the Commission’s efforts to modernize its rules to reflect developments in telecommunications networks and technologies and to tackle problems associated with unbillable communications traffic,” said Susan Miller, ATIS’ President and CEO. “As one of the preeminent developers of industry guidelines in this area, ATIS also appreciates the Commission’s acknowledgement of the effective work completed by the industry in this area.”

In the comments ATIS: (1) notes that, while it supports the Commission’s proposal to require the calling party number (CPN) to be provided by the originating service provider, limitations pertaining to CPN should be considered; (2) recommends that sufficient time be afforded to permit the industry to modify existing guidelines that will likely be affected by the Commission’s proposed rules pertaining to unbillable traffic, or by other changes related to the proposed Connect America Fund; and (3) appreciates the Commission’s recognition of the industry’s work in this area and its willingness to let the industry continue to develop effective guidelines pertaining to billing and interconnection issues.
