I would like to take this opportunity to welcome you to the Fourth Quarter 1996 edition of Connect World Latin America, a series of business documents designed to act as a forum for the discussion of telecommunications development in the countries of Latin America.

The International Telecommunications Union (ITU) is celebrating its 131st anniversary and has been the specialized agenct of the United Nations responsible to the international community for facilitating and promoting the development of telecommunications worldwide, since 1947. Being an intergovernmental organization with 185 Member States and 363 members (as at 22 February 1996), the ITU is working to ensure that people everywhere in the world can have access to at least basic communication services by the 21st century. A significant progress has been made towards this goal, working in three main areas: Technical: to promot the development and efficient operation of telecommunication facilities, in order to improve the efficientcy of telecommunication services, their usefulness, and their general availability to the public; Development: to promote and offer technical assistance to eveloping counties in the field of telecommunications, to promote the mobilization of the human and financial resources neede dto develop telecommunications, and to promote the extension of the benefits of new telecommunications technologies to people everywhere; and, Policy: to promote, at the international level, the adoption of a broader approach to the issues of telecommunications in the global information economy and society.
