Recent academic work, commissioned by Telefonica, demonstrates the over-performance of Latin America in digital development relative to its wealth. Ultimately, I believe that through the right collaboration between Governments and the private sector, digitalisation can be accelerated to create prosperity in Latin America.

Traditionally, policy and charging have been considered as internal decisions… No longer. Policy servers must interact to provide end-to-end consistent delivery. Then, end-to-end charging and cross-charging can be facilitated. The future is collaboration and revenue-sharing, but this is difficult to achieve.

Theme: Regulation and Standardisation – the Power to do Good Regulations have been blamed for interfering with Telecom natural growth at times. Standardisation has been considered to be too complicated at times. Libertarians talk of the unfettered Internet creativity that should not be constraint by rules at any time. However, regulators make it possible to bring together parties to collaborate on services for the unprivileged masses and open standards foster the all-important service compatibility that makes communication ubiquitous and allow any vendor to participate. In communications, as in modern society, law and freedom must be balanced.

The company also predicts the worldwide market for NFV grow from $ 181 million in 2013 to $ 2.4 billion in 2018. The virtualization of services restricts chronic and unsustainable growth in network infrastructure and protects the future economic viability of telcos, so the models NFV and SDN is a strategy to address what many experts see as one of the biggest challenges that the industry faces today.
