Leading Netherlands Operator Selects Openet to Maximise Network Visibility

PCC Architecture, Policy Manager and Solutions Enable Unprecedented Network Control —

DUBLIN, Ireland – November 23, 2010 – Openet, the most innovative provider of Subscriber Optimisation Software to tier one communications and media service providers, today announces that a leading Netherlands operator has deployed Openet’s Policy and Charging Controls (PCC) architecture and fully compliant 3GPP PCRF Policy Manager platform to control bandwidth and implement network policies for millions of subscribers. The operator has also selected Openet’s complementary solutions, Fair Usage and Tiered Service Controls, which enable the carrier to offer more flexible service plan options and improve its control over subscriber traffic. All Openet solutions were deployed in tandem with Cisco’s (formerly Starent Networks’) GGSN.

As data use skyrockets due to bandwidth-intensive services and applications offered by both mobile network operators and third-party content providers, subscribers have come to expect fast and unlimited network access via flat-rated data plans. This model has become decreasingly sustainable; the power of mobile devices and their data usage grows, while operator costs soar and average revenue per user (ARPU) remains flat.

To offer customers a range of data plans, and to mitigate the impact of high data use upon its network, the service provider is using Policy Manager and its associated solutions to better monetise network traffic. This includes implementing fair usage policies for all subscribers and segmenting data services into tiers of service as defined by network speed, data usage and other usage conditions. Some of the control variables this operator can now use to optimise network performance include:

· Application monetisation for network control—operators can assign pricing for specific applications

· Network usage load—determines what kinds of content/applications/services are being accessed across the network and regulates according to individual data plans

· Fair usage—determines whether a subscriber is below, at or above network quota allotments and charges accordingly

With these controls in place, the carrier is able to direct and manage network traffic, especially for specific kinds of network usage, while also taking roaming subscribers into account.
