Oxera alumnus returns to become Head of the Communications team
Oxera is delighted to welcome back Felipe Flórez Duncan to lead the Communications team. Returning to Oxera from BT, where he was a Senior Regulatory Economist, Felipe will rejoin the firm in March. Felipe originally joined Oxera in 2005 and worked across a number of teams, specialising in competition and regulatory economics in the telecommunications and postal sectors.
Through his recent experience at BT, Felipe brings a new perspective to the role. Having worked on a range of regulatory and competition issues, including market reviews, charge controls, competition cases and appeals, Felipe has gained an enhanced understanding of these issues from the perspective of the provider. This understanding, combined with his previous experience at Oxera, makes Felipe an ideal leader for Oxera’s Communications team.
Dr Helen Jenkins, Managing Director, says: ‘Felipe has a wealth of experience within the communications sector and we are very pleased to welcome him back to the team. His return highlights Oxera’s commitment to its staff and nurturing talented individuals. With our recent appointment of Craig Lonie as Associate Director and Head of our Corporate Finance team, this is our second senior appointment in 2012.’
Felipe Flórez Duncan adds: ‘It is a real pleasure to return to Oxera. The Communications team has an outstanding track record working on issues such as the regulation of wholesale access markets, interconnection policy and pricing in fixed and mobile networks, as well as undertaking innovative work on the pricing and financing of next-generation access networks (NGAs). I very much look forward to leading and progressing our work in this area, combining Oxera’s expertise in regulation, competition, corporate finance and economic modelling with a deep knowledge of the communications industry, to help our clients solve complex problems and gain a competitive advantage.’
