BPC Banking Technologies supports nationwide rollout of ambitious project

Rotterdam, Netherlands, 31 January 2013BPC Banking Technologies, the leading provider of Open System e-payment solutions for the global financial industry, announces today the completion of the processing center implementation for Russia’s Universal Electronic Card (UEC) – one of the key components of the e-government project. As per the project plan, all systems are now ready to issue and process cards at the national level.

The card is aimed to deliver a wide range of electronic applications and to facilitate access to state services for all Russian citizens. Besides, the card can deliver commercial services and be used as a debit card. Due to tender procedure BPC Banking Technologies was chosen from the full range of industry leaders because of SmartVista’s flexibility, scalability and security. As a result of the thorough review, BPC was selected to develop the processing system and to integrate all of UEC’s providers, partners and third-party solutions including the “state-services portal”.

SmartVista is the kernel for data processing services across the full range of services available on the cards, including data capture, routing and authorization for services requested by individual cardholders. The Universal Electronic Card is the key to a wide range of public programs and services and is designed to simplify access, reduce time spend and increase convenience. BPC Banking Technologies also supports the issuing of these cards, the combination of the chosen applications on each card, and the single processing and billing centre for all the non-financial services transaction flows.

The UEC project has been launched through all the country, now more that 10,000 applications were made and around 4,000 cards were issued. Further functional enhancement and product range enlargement is planned.

“From the initial idea stage it was obvious that a project of this sophistication would be complex and challenging to implement. Additional complexity was added due to the multiple service providers and institutional levels that were involved.
