Telecom Cook Islands selects XINTEC’s FMSlite

Luxembourg, March 2011: Telecom Cook Islands (TCI) has selected XINTEC’s FMSliteTM Roaming Fraud Detector Module, a transaction-based fraud management system (FMS) that analyzes both fixed and mobile switch call records to detect fraudulent activity. Using SaaS/Cloud Computing XINTEC will host, manage and provide 24×7 access to the FMSliteTM software from a secure data centre in Luxembourg. SaaS is a low-cost hosted alternative for businesses to use software as needed (on-demand) rather than buying licenses and applications, gaining access to its functions remotely via the web.

Communication Service Providers (CSPs) are regularly exposed to various types of fraud including: IRSF, Wangiri fraud (one ring and cut), SIM boxes, subscription fraud, PRS fraud, prepaid fraud, call selling, m-commerce fraud, technical fraud, internal fraud and SIM cloning. These frauds, all with different characteristics, can lead to revenue loss for CSPs. With heightened competition between operators and the erosion of revenues by non-GSM access technologies such as VoIP schemes, CSPs can no longer afford the cost of fraud. To protect their revenues CSPs should focus on specific problem areas rather than attempting a blanket solution, this will better optimize their cost structure and enhance profitability.

FMSliteTM is designed to overcome the challenges of roaming-related fraud, it is a lightweight, cost-effective and powerful fraud management system (FMS) providing collection, detection, reporting and dashboard features to ensure fraud detection and the near-real-time monitoring of mobile calls. The benefits to TCI will include:

Fully automated processing of CDR files (TAPIN/TAPOUT/NRTRDE)

Subscriber profiling based on historical call patterns

High-usage alarms using a threshold-based detection engine

Hotlist alarms for suspicious handsets, subscribers and called destinations

Case management function

Full CDR visibility for fraud analysis and CDR reporting

FMSliteTM is a flexible and scalable FMS allowing CSPs to add further modules as and when they require, such as:

Domestic Fraud detection module

SIM Box Detector module

GPRS high-usage detection module

Prepaid voucher fraud detection module

· Dealer Fraud module

The system can be customized to include several data loaders to process different data sources such as TCI’s international switch to monitor traffic. It can also manage other types of transactions, such as GPRS CDR files and TAP and NRTRDE files from roaming partners.

“Selecting XINTEC’s FMSliteTM was a clear cut decision as it provides all the functionality we require with the flexibility to grow with our business. With XINTEC as the host of the SaaS implementation we will enjoy immediate benefits, saving time and high costs.” said Mata Eliaba, Manager Settlement & Roaming at Telecom Cook Islands.

Sean Killeen, XINTEC’s CEO said, “We are delighted to have been selected by Telecom Cook Islands. Our mission, always, is to protect operator profitability by staying one step ahead of the fraudsters, keeping abreast of changing technology, preventing and identifying potential threats.”
