A number of years ago several different distinguished international discussion panels came to the same conclusion – that one result of economic and social development of a country is that telecommunications becomes the prime tool for the dissemination of that country’s culture, information and knowledge. Three important global trends were noted at the first international conference about the development of telecommunications which was held by the International Telecommunications Union in 1994. The conference acknowledged firstly, that the overall global development of the sector was affecting the speed at which technology in telecommunications was advancing. Secondly, it pointed out that the international development of telecommunications was affecting the global economy and thirdly that it was a worldwide catalyst towards the redefinition of the function of the ‘state’.
