Evolution of mobile data traffic management and subscriber billing practices examined by CEO John Aalbers and Telefonica Venezuela’s VP Data and Innovation, Gustavo Reyes

Customers are pushing for new paradigms from their mobile carriers, who continue to offer defensively-oriented, often restriction-based data service plans. And, as indicated in Volubill’s recent research, mobile operators like Telefonica Venezuela are shifting toward policy management and billing strategies that focus on more positive, proactive use of traffic shaping and mobile data management technologies. For example, the report found that while only 10 percent of operators are investigating expanding usage-based pricing strategies such as bandwidth limits or data caps, 53 percent are exploring the possibility of deploying new models based on quality of service (QoS) differentiation, including prioritization by service type (37 percent) or user type (23 percent).

 

“Policy has traditionally been used in a very defensive manner, mainly to relieve network congestion by controlling or throttling subscriber activity. Unfortunately, subscribers have not responded well to strategies like these,” said John Aalbers, CEO, Volubill. “As a result, the focus among operators now is on devising new policy strategies that still protect the network, but do so by offering more differentiated and value-driven services that encourage subscribers to interact with the network in a more sustainable way. The sessions we’re leading in Dublin this year will look at this evolution in both practical and theoretical terms, providing attendees a great chance to see how the mobile market is changing.”
